The survey examined public attitudes concerning women's suitability for positions in local government and the isposition to support women candidates for public office. The main question investigated was whether the inclusion of local issues traditionally characterised as women's issues education, culture, environmental quality and quality of life - on a candidate's platform increased the likelihood of women's participating in local politics. A major finding was that lthough representation of women in local government has been increasing slowly since the 1960's in Jewish communities, women's participation in government remains below that of other western democracies. The purpose of the study was to ascertain if, 55 years after the Holocaust, Israelis recognise the existence of a "new Germany" and if they are prepared to enter into a dialogue with Germans born after World War II. The research was conducted in two parts. First, in-depth personal interviews were conducted among 70 members of Israel’s elite (the social elite, leading politicians, academicians, artists and others); second, a public opinion survey was conducted among a representative sample of Israel’s adult Jewish population. Four issues were examined: Jewish Israeli perceptions of German anti-Semitism expressed during the 1990s, the Israeli public perceptions of Germany's attitude toward Israel, the Israeli public's attitudes toward Germany and Israeli views of German democracy. In order to complete this mission, we were required to examine the built-up areas in the West Bank. Deliberations on the appropriate way to conduct such a comprehensive and detailed a study raised two basic issues demanding resolution: first, the sources of the data and second, calculation of the property’s value. Sources of information: Within Israel, the subject of the Occupied Territories continues to be highly conflictual. Government collection of information on the subject of the West Bank and Gaza is sporadic; relevant information is therefore difficult to locate, retrieve, and present. Israel takes advantage of the fact that the territories are not under official Israeli sovereignty, a fact that releases the Central Bureau of Statistics (CBS) from any responsibility for collection of data in these areas. Nor are the Territories under the authority of any specific government ministries - we were consistently referred to the Civil Administration, the agency that holds the data. Yet, the Civil Administration does not abide by dictates of transparency and refuses to cooperate with civilian entities. The situation is such that Adv. Talia Sasson, Prime Minister Sharon’s representative, wrote the following in her report on the unauthorized outposts: “Difficulties in accessibility to information regarding the establishment of the unauthorized outposts: The relevant information regarding the unauthorized outposts is not to be found in a single ministry. On the contrary, every ministry that supplied me with information holds only partial information regarding the outposts. There is no authority or body which gathers all of the relevant information concerning the matter of outposts, nor coordinates government activity regarding them. Part of the information is accessible, but a major part of it is concealed. Even after inquiring and exploring, I cannot say that I have reached all the necessary information. This is sometimes due to bureaucratic complexity, the scope of the information, the number of authorities and offices involved in the matter, and the time that has passed. But in more than a number of occasions I was under the impression that the office or official in charge of the relevant information was not willing to disclose it. I received some of this information from other sources. The result is that I could not arrive at all the required information. Furthermore, some of the people I approached refused to converse with me. Some claimed to be too busy, some met with me but refused to give answers to the point to most of my questions.” We have cited Adv. Sasson’s report rather extensively in order to shed light on the obstacles placed before anyone interested in examining the issue. When we realized that official doors were closed to sources of information, we chose an alternative but equally valuable approach for accessing the relevant data: up-to-date aerial photographs. These aerial photographs were supplemented by data obtained from the CBS and the Internet sites now available to all. Thus, all the information obtained from the aerial photographs of the settlements was juxtaposed with public sources made available by the CBS (for details on methodology employed, see Chapter 3). Calculation of value: Calculation of value is another controversial issue, cardinal to any attempt to reach a mutually agreed-upon solution. Therefore, we believe it important to explain the principles guiding our decisions on the subject. It would be inappropriate to estimate the value of land in the West Bank in strict market terms. First, land value is the crucial determinant for assessment of the market value of real estate yet, in this case, land value per se is irrelevant because of political issues. Furthermore, infrastructures cannot be evaluated by market value, as they are usually considered public property and therefore lack a proper market. The obvious alternative is to estimate the value of buildings and infrastructure constructed in the West Bank in terms of cost (for a description of the method used to calculate cost, see Chapter 3). We should note that the compensation formula of the Disengagement Plan Implementation Law includes numbers which are very similar to our calculation values, regarding the value of a square meter of dwellings and commercial institutes (see appendix II: Disengagement Plan Implementation Law (2005): Summary). The value of state expenditures in the territories was not considered. Structure of the report: In the second chapter we present a survey of the demographic structure of the settlements in the West Bank as constructed from CBS data, and in chapter 3 we describe the methodology employed and the method for determining costs, including the results of our calculations. Chapter 4 presents the costs estimated for each individual settlement, including separate tables for each settlement as well as aerial photographs of the settlements. Summary of the research findings: The value of the buildings constructed in the West Bank, in current values effective June 2005 and based on calculations of cost only, equals about US$14 billion. Two women were elected to the mayor's office, one in Herzliya, the other in Netanya. On the eve of the elections, the IIESR, in co-operation with Tel Aviv University and the Commission on the Status of Women in the Prime Minister's Office, with the financial support of the Friedrich Ebert Stiftung, conducted a study of public attitudes toward the participation of women in local government. Four years later, interest has shifted to how these women have coped in their encounters with local politics, their new status and functions, the gaps between expectations and their realisation, and whether the growth in the number of women in local government has affected the influence women exert in other areas of life. The data was gathered by means of a telephone survey conducted among the 250 women elected to local government in Israel. Due to its far-reaching and long-term influence on individuals and societies, globalisation has aroused considerable controversy. The present research explores its gender-related effects. Two main issues are at its focus: Globalisation's effect on women in terms of the definition of gender and women's roles in the world economy, and democratisation of family life in the global era - changes in interpersonal relationships, the context of sexuality, marriage, and so forth. The conclusions are illustrated by the case of Philippine women who are employed throughout the world as home aids. A Profile of the Israeli Woman at the Dawn of the 3rd Millennium). Therefore, the same interview schedule was used with both populations. The study's main purpose was to ascertain to what extent classic tensions between the genders -centring on working mothers, equal pay for equal work, integration of women in positions of command in the army - continue to characterise Israeli society and to what degree. The survey's subsidiary purpose was support formulation of a strategy to further the status of women by including men as partners in the process. One outcome of the research was the tax reform proposed by NAAMAT to encourage women's entry into the labour market. The issue found a place on the public agenda only in mid 1996 and has reappeared sporadically since then. The contributors, among Israel's foremost economists and social scientists, offer a troubling picture of the Israeli economy, its present condition, roots and history of deterioration. Despite the pessimistic portrait revealed by the data presented in the book, each chapter proposes avenues for overcoming the crisis by means of a long list of operative measures that can be applied in isolation from external conditions. The subjects of each article are distinctive yet related to the others, covering such topics as government budgeting, interest and monetary policy, poverty and human services, pensions, the health system and taxation. In 2001 they possed assets that amounted to 432 billion NIS, 93% of Israel's GDP. Most of those assets are special government bonds, and only a small portion of them are tradeable. The research question concerns the possible implications of the alternative use of the money invested in the special government bonds on the government debt, Israeli capital market, returns on the above different savings and the funding of national projects. This article proposes a set of new principles to guide socio-economic policymaking a "third way." Its main principles are: (1) Maximisation of labour flexibility in place of guaranteed full employment and universal social security and (2) State commitment to rovision of services such as health, education, housing and ensions at levels dictated by national priorities and financing capacities, but not necessarily as the direct supplier of such services. During each seminar, relevant German and Israeli cases were presented: participants then offeredproposals to improve co-determination in the Israeli context. This report summarises the product of the seminars, its conclusions and policy proposals. It therefore can be treated as a convention of sorts, having been reviewed, approved and signed by the participants. As such, it promises to be a milestone in the promotion of industrial relations in Israel. Members of this ethnic minority face considerable barriers to entry into Israel society, but especially its labour market as a result of discrimination in addition to structural and geographic segregation. The current research project focuses on the treatment of Israeli Arab academics within the labour market, and aims to arrive at operative solutions to the problems confronted. In order to do so, the study will survey members of this group as well as explore the market's potential to absorb them given the constraints to their employment. During the research, a brainstorming session was held on 29 May 2002.
