The 2010 Youth Study of the Friedrich-Ebert-Stiftung constitutes the third survey conducted by the Foundation in collaboration with the Macro Center for Political Economics. Its purpose is to examine the attitudes and ideological perceptions of adolescents and young people in Israel. The results of the study in front of us document the reality of the lives of youths who face a world that lacks security and clarity.

In 1998, the Israeli Institute for Economic and Social Research published a comprehensive study on Israeli youth’s attitudes toward major issues and institutions. The present study continues this exploration. Then as now, the project’s immediate purpose was to describe how young people from every sector of Israel’s multicultural society felt in response to the major events that have impinged on their lives.

Women Counselor's Attitude in Israel's Local Government after a Term of Public Service (Abstract)

The results of the 1998 municipal elections held in Israel revealed a significant rise in the participation of women in local councils and other local government bodies. Two women were elected to the mayor's office, one in Herzliya, the other in Netanya. On the eve of the elections, the IIESR, in co-operation with Tel Aviv University and the Commission on the Status of Women in the Prime Minister's Office, with the financial support of the Friedrich Ebert Stiftung, conducted a study of public attitudes toward the participation of women in local government. Four years later, interest has shifted to how these women have coped in their encounters with local politics, their new status and functions, the gaps between expectations and their realisation, and whether the growth in the number of women in local government has affected the influence women exert in other areas of life. The data was gathered by means of a telephone survey conducted among the 250 women elected to local government in Israel. The responses will be compared to the respondents' pre-election positions, based on prior research conducted by Prof. Hanna Herzog of the Department of Sociology and Anthropology, Tel Aviv University. Prof. Herzog directed this study together with Dr. Roby Nathanson, Chairman of the IIESR.

The Status of Women in an Era of Globalization ( Hebrew )

Globalisation, as an economic process, facilitates the free flow of goods, services, capital and human resources between countries. Due to its far-reaching and long-term influence on individuals and societies, globalisation has aroused considerable controversy. The present research explores its gender-related effects. Two main issues are at its focus: Globalisation's effect on women in terms of the definition of gender and women's roles in the world economy, and democratisation of family life in the global era - changes in interpersonal relationships, the context of sexuality, marriage, and so forth. The conclusions are illustrated by the case of Philippine women who are employed throughout the world as home aids.

Reform of the Social Policy and Institutional Mechanisms of the Welfare State

How can we describe the impact of globalisation on social democracy? Members of Israel's Knesset and other decision makers met in order to discuss this issue at a seminar on “Social-Democratic Reform in an Era of Globalisation.” Summaries of the remarks made and the conclusions reached are presented in the paper. The four main issues discussed were: The welfare state in an era of globalisation; Israel’s agenda with respect to pensions, health and workers from foreign countries; budgetary reform; and parliamentarism, NGOs, and the social democratic agenda.

Women and Men in Israel - A Relationship of Tolerance or Mutual Tension? (Abstract)

This research presents the findings of a survey conducted among a representative sample of 590 Israeli men that parallels a similar survey conducted among women in the previous year (see Tzameret, H., (1999). A Profile of the Israeli Woman at the Dawn of the 3rd Millennium). Therefore, the same interview schedule was used with both populations. The study's main purpose was to ascertain to what extent classic tensions between the genders -centring on working mothers, equal pay for equal work, integration of women in positions of command in the army - continue to characterise
Israeli society and to what degree. The survey's subsidiary purpose was support formulation of a strategy to further the status of women by including men as partners in the process. One outcome of the research was the tax reform proposed by NAAMAT to encourage women's entry into the labour market.

Progressive Governance - Is there a "Third Way" to Reform? The Debate in Israel in the Light of the European Experience

This collection of articles reviews socio-economic reforms in Europe in order to ascertain their applicability to Israel. The first article examines Israel�s social-democratic agenda and how to devise new operative measures to implement its goals especially in the economic sphere (unemployment, taxation, etc.). The second article discusses the Third Way as an approach to reinstating the balance between institutional stability and public interest representation in the Israeli context. Also included is an article on new directions for socio-economic policymaking in Israel and another that suggests outlines for the reform of Israel's social-democratic parties based on an analysis of the European case.

Israelis and Germans - Ambivalence of the Normality - Survey of Research Results (Abstract) (also in German)

Reported in this publication are findings of a study assessing the attitudes of adult Jewish Israelis towards Germany and the German people. The purpose of the study was to ascertain if, 55 years after the Holocaust, Israelis recognise the existence of a "new Germany" and if they are prepared to enter into a dialogue with Germans born after World War II. The research was conducted in two parts. First, in-depth personal interviews were conducted among 70 members of Israel’s elite (the social elite, leading politicians, academicians, artists and others); second, a public opinion survey was conducted among a representative sample of Israel’s adult Jewish population. Four issues were examined: Jewish Israeli perceptions of German anti-Semitism expressed during the 1990s, the Israeli public perceptions of Germany's attitude toward Israel, the Israeli public's attitudes toward Germany and Israeli views of German democracy. The findings of the research indicate that Israeli attitudes toward Germany are likely to be influenced by: (a) the progress of globalisation and (b) investments in programs geared toward changing attitudes toward Europe in general and Germany in particular.

A Profile of the Israeli Woman at the Dawn of the 3rd Millennium (Abstract)

The goal of the research was to profile the Israeli woman, in general and by sector, as she enters the Third Millennium. The research, based on a survey made in 1999 among a sample of 1,000 women, included items pertaining to four ain issues: The Israeli woman's perception of her social status; mechanisms used by the State to support women's articipation in the labour market; the effectiveness of women's organisations in improving the status of women; and women's current personal, physical and mental state. The findings indicate that although more than 50% of the respondents believe that the status of women has improved in Israel, there is considerable room for further improvement.

A Political Program for Enhancing the Coexistence between the Jewish Community and the Arab Minority in Israel

Israel is one of numerous countries suffering from the syndrome of minority under-representation together with animosity felt by a large ethnic minority towards the regime. The objective of this proposal was to provide directions for improving the status of Arab minorities (Moslem, Christian and Druze) in Israel by abolishing discriminatory policies, providing equitable human services and making equal opportunities available to all its citizens. The plan addresses five areas of reform: (1) Allocation of funds to the Arab community for the purpose of upgrading education, free practice of religious worship and developing other areas of socio-cultural expression, (2) Increase in equal opportunity employment for qualified Arabs, (3) Establishment of a national service program designed for the Arab population and allow more Arabs to serve in the Israel Defence Forces, (4 Promotion of a greater number of professional Arab educators to high administrative posts and their involvement in the design of educational programs targeted to the Arab community, and (5) Provision of additional land for housing in Arab communities.

Towards the 21st Century: A Comprehensive Program for the Solution of the Problems Facing the Negev Bedouins

Although the conditions of the Negev Bedouins have improved since establishment of the State of Israel in 1948, much has still to be done not only to remedy old problems but to solve new ones. Israeli government policy towards the Negev Bedouins has focused on three main issues: (1) Land disputes and unrecognised villages, (2) Sedentarisation and (3) Education and provision of human services. The research suggests alternative policy directions and concrete solutions to these problems.

Survey Findings of Public Attitudes Concerning Women's Representation in Local Government (Abstract)

This report represents the findings of a survey conducted among a representative sample of Israel's Jewish population. The survey examined public attitudes concerning women's suitability for positions in local government and the isposition to support women candidates for public office. The main question investigated was whether the inclusion of local issues traditionally characterised as women's issues education, culture, environmental quality and quality of life - on a candidate's platform increased the likelihood of women's participating in local politics. A major finding was that lthough representation of women in local government has been increasing slowly since the 1960's in Jewish communities, women's participation in government remains below that of other western democracies.
